The major health risks in the high desert of Santa Fe are from the sun -- if you don't protect yourself from the solar radiation, you have a signficantly increased risk of getting skin cancer. Of course, if you smoke, you are at thousands of times higher risk for getting cancer from that than anything else.
Risk of getting cancer from the sun at 5000 ft elevation is signficantly higher than any added risk from shipping radioactive waste from Los Alamos around Santa Fe. I'd advise you do some more research, and do not rely on any one source for information -- especially a source with a political agenda.
Go to the library and read up on risk assessment. It's a real eye-opener to see what the real risks are in our society. WIPP is a political tool, it is not a threat to public health.
